Consolidation of Winthrop, Monmouth police departments being considered

Chief Ferland explains why in open letter

Officials from Winthrop and Monmouth are studying and considering a consolidation of the towns' police departments. 

Chief Paul Ferland, who has served as the chief of both departments for more than a year, explains what is driving the exploration in this open letter to both communities. The letter is also attached below.

In it, Chief Ferland writes a consolidation could stabilize the police presence in both communities, noting "we are at risk of having to close either of the police agencies," as competition to retain and recruit officers grows more fierce. Other benefits of a consolidation include better supervision of officers, and reductions in expenses related to overtime, calling off-duty officers back into service, and on-call pay. "The consolidation would also ensure police coverage when Officers take vacations and would allow us to schedule more training for our officers," the Chief writes. "This would ensure a better trained work force and would allow officers to take much-needed vacations." 

A committee that includes both town managers, two elected officials, a resident from each community, the Chief and his two lieutenants are researching the issues related to consolidation, which would happen no sooner than mid-2026. Chief Ferland explained the letter is meant to help provide information and transparency. He invited the opportunity to answer citizens' questions, address concerns and field suggestions.
